The purpose of this chapter is to review the executive, legislative and judicial functions of central government, the local policy-making process, theories of local government politics and the policy-making process in housing associations. The chapter will begin with an examination of central government and the functions which it performs.

The chapter focuses specifically on:. Local policy-making processes: Elected members; Local interest groups; Individuals within the policy-making process. Theories on local government politics: localist theory; public choice theory; dual state thesis; local state theory.

Schemel Ellner The motives of capitalists who rule out costly expansion because they are sceptical about being able to reap sufficient profit due to the policies of an unfriendly government are difficult to determine. The decision may be the result of a simple cost-benefit calculation or may be politically driven with the aim of generating instability either to influence policy or promote regime change.

The distinctions between these motives may be hazy and in any case difficult to document.
